Vista and security identification
Steve Gibson's site has a passphrase/hex generator: https://www.grc.com/passwords. htm (I know you don't like Steve, but he is an internet institution). That's why I personally use and recommend long diceware word passphrases (32+ characters). Vista is reported to come with a password manager.

Vista Going Wireless

The real solution is WPA, that was just a hack trying (and failing) to get around the colossal screwup known as WEP. but Windows is hardly the only thing using If you don't know anything at all about network security, then know this: DO NOT USE WEP. -- Lefty All of God's creatures have a place..........

Enter 128bit WEP
Not broadcasting SSID is a poor man's crutch for the piss poor performance of WEP. With WAP2 SSID broadcasting (or lack of) isn'ta big deal. Apple has shipped networking equipment that supports only WEP or no encryption as well, and it applies to them as well, same for Linux and all the others.

Vista Fresh Install (it still sucks)
I have tried all the tricks including unplugging the router for 30 seconds. Are you getting an IP address in the 169.xx.xx.xx range? Have you tried bypassing DHCP and manually assigning an IP address in the correct range? Does the router have a password on it? You could turn off WPA/WEP until you have things sorted
